The range of what is out there

That mismatch between how a lot was built and how it is used now is behind a large share of the structural failures in the city, and it is the reason an assessment starts by looking at where the loading actually is.
Heat, sun and a large flat surface

Ultraviolet exposure oxidizes the binder that holds asphalt together, turning surfaces gray and brittle and eventually causing raveling. That runs continuously, and this city gets more of it than almost anywhere.
Summer heat softens the surface enough that heavy or slow-moving vehicles deform it. Rutting in drive aisles, shoving where vehicles brake and turn, and depressions at dumpster pads and loading areas are all heat-and-load stories rather than material defects.
Together they mean maintenance intervals borrowed from milder climates run short here, and that a lot which looked fine two summers ago can be genuinely different now.
Monsoon and the drainage test
Rain arrives in volume rather than gradually, and it tests drainage properly.
Water that does not leave the lot goes into cracks and joints and then into the base. Base that stays wet softens, loses the ability to carry load, and the pavement above breaks up. That is the whole failure sequence and it runs a season at a time.
The practical instruction is simple and rarely followed: walk the lot after a storm and photograph where water stands. Those spots are where the next structural repairs will be, and addressing grade there is worth more than anything applied to the surface.
Working on a site that cannot close
Almost every commercial property in the city has to keep operating through the work, and phasing is where the real cost and the real risk sit.
Retail cannot lose its lot on a trading day. Medical offices cannot lose accessible parking at any point. Industrial sites cannot block a dock. Multifamily has residents who need somewhere to put their cars tonight.
A phasing plan that reflects that costs more in mobilizations and setup and is almost always cheaper in total, because the alternative surfaces as change orders or as a tenant losing a day.
Worth settling in advance: the number of phases, which areas close when, vehicle and pedestrian routing, how accessible parking is preserved at every stage, delivery access, and reopening criteria for each phase.
Spending in the right order
The sequence matters more than the individual line items, and it is the same everywhere in the Valley: drainage, structural repair, crack sealing, resurfacing if warranted, sealcoating if the surface is worth protecting, striping last.
The most common inversion is sealcoating a lot with structural distress, because it is cheap, visible and feels like maintenance. It produces a lot that looks cared for and fails on exactly the schedule it was already on.
The second is restriping before other work, which means paying to do it twice.
Getting a plan rather than a quote
On a large or aging Phoenix property, the most useful thing to buy first is not work — it is an assessment that separates what is structural from what is cosmetic and prioritizes by consequence rather than by how bad it looks.
That produces something a budget can be built around: this year the drainage and the failed areas, next year the surface, striping when the surface is finished. It also makes bids comparable, because every contractor is pricing the same findings.
Without it, the scope tends to be whatever the first contractor proposed, and on asphalt the honest range of proposals for the same lot is wide enough that the difference matters.

How do I compare bids?
Ask each one what it believes has failed and how that was established, whether the base was assessed, what the drainage plan is, and how many phases the work assumes. Bids that answer those are comparable; bids offering a square footage and a number are not.
How soon after paving can we stripe?
New asphalt needs to cure before paint will hold. The interval depends on conditions, and striping early is a wasted pass rather than a saving.
Should heavy-load areas be asphalt at all?
Frequently not. Dumpster pads in particular deform under a refuse truck stopping and lifting in the same footprint, especially in summer heat, and concrete there is standard for good reason.
