Scale changes the arithmetic
Mesa has a lot of large commercial and industrial sites, and on a large lot the economics of asphalt work behave differently.
Mobilization becomes a smaller share of the total, which makes it more efficient to do a substantial scope in one visit rather than returning repeatedly for small work. Conversely, a large lot magnifies the cost of getting the diagnosis wrong — resurfacing a big area over a failed base is a large mistake rather than a small one.
Large sites also usually have genuine variation across them. One end may be sound and another failing, and treating the whole lot to one specification is frequently the wrong call in both directions — over-treating what does not need it and under-treating what does.
Zoning a large lot by condition and by loading, and building a plan around that, is where the money is saved.
Deferred maintenance and where it leads
A meaningful share of Mesa pavement has been maintained reactively — potholes filled, patches placed, striping refreshed — without the underlying questions being asked.
The signature of that is a lot with many patches, several of which have failed again, and cracking that has progressed from isolated lines to interconnected patterns in the wheel paths.
At that point the honest assessment is usually that continued patching is deferral with a price tag. The cumulative spend on repeated repairs starts to approach the cost of doing it properly, and the lot keeps getting worse in the meantime.
The useful exercise is to add up what the last five years of reactive work cost and compare it with a reconstruction or a substantial rehabilitation. That comparison frequently settles the argument.
Industrial loading
Industrial and distribution sites apply loads that passenger-car pavement design does not contemplate, and the failures are predictable and located.
Dock aprons, truck routes through the site, turning areas, trailer parking and anywhere a loaded vehicle stops and starts are where structural failure appears first. In summer heat, the surface is softer and the deformation is faster.
Where those areas are being rebuilt, they should be rebuilt to what they actually carry, and in some cases in concrete rather than asphalt. Rebuilding a dock apron in asphalt to the same specification that failed is a decision to repeat the exercise.
Drainage on a big flat site
Large lots are large impermeable surfaces, and the volume of water they shed during a monsoon storm is substantial.
Flat spots that hold water are common on big sites, particularly where the lot has been resurfaced more than once and the grade has drifted. Every one of those is a place where water is working on the base.
Inlets that are buried, damaged or no longer at the low point are a related and very common problem. It is worth checking them specifically rather than assuming they work.
On a lot this size, correcting drainage is a meaningful expense and it is almost always the highest-return item in the scope.
Planning work across a large property
- Assess by zone rather than treating the lot as one pavement.
- Identify loading areas and whether they are built for what they carry.
- Walk the site after rain and map where water stands.
- Separate structural repair from surface treatment in the plan and in the budget.
- Phase around operations, with particular attention to truck circulation.
- Stripe last, and review the layout rather than reproducing it.
What to ask for in an assessment
On a large site the assessment is the document the whole program runs on, so it is worth specifying what it should contain.
A zone-by-zone condition map rather than a single overall verdict. Identification of loading areas and whether they are built for what they carry. A drainage review including where water stands after rain and whether inlets are functioning. A separation of structural work from surface treatment. And a prioritized sequence with reasoning rather than a list.
That document is what lets a board or an owner budget across years and what makes competing bids genuinely comparable.

Get an assessment that separates structural repair from surface treatment and prioritizes by consequence rather than by visibility. Drainage and structural failures first; appearance items are the ones that can wait.
Is reconstruction ever cheaper than repair?
Over a ten-year horizon, frequently, on a lot where the base has failed broadly. Everything short of it on a structurally failed lot is deferral, and the interim spending is not recovered.
