Parking lots fail from the base up and the sun down
Almost every asphalt decision in the Valley comes down to one question: is this a surface problem or a base problem? Spend money on the wrong answer and the lot looks better for a season and fails on the same schedule it was already on.

What asphalt actually is, and why that decides everything
An asphalt pavement is not a slab. It is a flexible system, and it only works when every layer is doing its job.
The subgrade is the native soil underneath. Everything above transfers load into it, and if it moves, everything above moves with it.
The aggregate base is the compacted stone layer that spreads concentrated wheel loads out across the subgrade. This is the structural heart of the pavement and it is the layer nobody sees.
The asphalt on top is a wearing course. It provides a smooth, sealed, durable surface and it contributes some structural capacity, but its main job is to protect what is underneath from water and traffic.
That structure explains the single most useful diagnostic in the whole trade. Distress that starts at the surface and works down is a surface problem, and surface treatments help. Distress that starts underneath and works up is a base problem, and no surface treatment touches it.
Owners lose a lot of money to that distinction. Sealcoating a lot with a failing base is the most common version, and it is expensive precisely because it feels like maintenance.
Reading a Phoenix parking lot
Valley pavements tell you what is wrong with them if you know what you are looking at.
Alligator cracking
Interconnected cracking in a pattern like reptile skin, usually in wheel paths or where trucks turn. This is the clearest base failure signal there is. The pavement is flexing under load because the material underneath has lost the ability to support it, and the asphalt is breaking up as a result.
You cannot seal this. You cannot overlay it and expect the pattern not to come back through. The area has to be removed, the base repaired or replaced, and new asphalt placed. That is why a relatively small alligatored patch costs more than a large area of surface work.
Potholes
A pothole is usually alligator cracking that has progressed until pieces have come out, accelerated by water getting into the base. The important question is never how to fill it. It is why it appeared where it did.
Potholes that recur in the same place after being filled are telling you the base is failing or water is getting in and not getting out. Filling them again is a subscription rather than a repair.
Longitudinal and transverse cracking
Single cracks running with or across the direction of travel are frequently surface-level in origin — thermal movement, oxidation, joints from the original paving. These are genuinely worth sealing, because an open crack is a route for water into the base, and water in the base is how a surface problem becomes a structural one.
Raveling and a gray, rough surface
Asphalt goes gray as ultraviolet exposure oxidizes the binder holding the aggregate together. Raveling is the next stage: the surface loses aggregate, becomes rough, and sheds material. This is the classic Phoenix aging pattern and it is what sealcoating is genuinely designed to slow down.
Rutting and shoving
Depressions in wheel paths, or material pushed into ridges where vehicles brake and turn. In Valley heat, asphalt softens, and heavy or slow-moving traffic deforms it. Ruts also collect water, which then works on the base. Where you see this at a dumpster pad, a drive-through window, or a delivery entrance, the loading is the story.
Standing water
The most underrated defect on the list. Water that sits on asphalt rather than draining off it finds its way into cracks and joints, softens the base, and accelerates every other failure mode. A lot with a drainage problem does not have a surface problem; it has a problem that will keep producing surface problems.

Why the desert is its own problem
Asphalt behaves differently here, and maintenance schedules borrowed from milder climates do not transfer.
Ultraviolet exposure is relentless
The binder that holds asphalt together oxidizes under sunlight, becoming brittle and losing its grip on the aggregate. In a climate with this much sun, that process runs continuously and fast. It is why Valley pavements go gray early and why raveling shows up sooner than owners expect.
Heat softens the surface
Summer surface temperatures get high enough that asphalt becomes plastic. Loaded vehicles, slow turning movements and parked trailers deform it. This is where rutting, shoving and the pushed-up ridges near drive-throughs and loading areas come from.
Monsoon water arrives all at once
Rain here is not gentle and it is not spread out. It arrives in volume, tests drainage properly, and finds every route into the base at once. A lot that appears fine for ten months of the year gets examined thoroughly during monsoon season.
Expansive and variable soils
Parts of the Valley have soils that move with moisture content. Where subgrade moves, the base and pavement above move with it, and cracking follows. This is one of the reasons two lots of the same age on the same street can be in genuinely different condition.
Temperature swing
The daily range is large, and material that expands and contracts through a wide swing every day works its joints and cracks continuously. It is a slow contributor rather than a dramatic one, and it never stops.
Spending in the right order
Most wasted asphalt money is not wasted on bad work. It is wasted on good work done in the wrong sequence.
- Fix drainage first. If water is sitting on the lot or getting into the base and staying there, everything else is temporary. This is the least visible and highest return item on the list.
- Repair structural failures. Alligatored areas and the base under them. These are the expensive spots and they spread if left.
- Seal cracks. Once the structure is sound, closing the routes water uses is cheap and genuinely extends life.
- Resurface if the surface warrants it. Overlay or mill-and-fill, decided by what is underneath and by how much the grade can move.
- Sealcoat, if appropriate. A protective treatment on a sound surface, not a cosmetic layer over a failing one.
- Stripe last. Always last. Paint goes on the finished surface.
A proposal that puts sealcoating ahead of structural repair is selling the cheap thing first. It is worth asking directly whether the base has been assessed and what the drainage is doing.
Keeping the site open
For most commercial properties this is the part that actually determines the cost of the project, and it barely appears in the average bid.
A retail center cannot close its lot. A medical office cannot lose accessible parking. A distribution site cannot block a loading dock. So the work gets phased, and phasing costs money: more mobilizations, more setup, sequencing around business hours, and coordination with tenants.
The cheapest bid is frequently the one that assumed a simpler phasing than the site can actually accommodate. That difference shows up later as change orders, or as a tenant losing a day of trade, which is a much larger number than the line item that was saved.
Worth settling before work starts: how many phases, which areas are closed when, how traffic and pedestrians are routed, how accessible parking is maintained throughout, what happens to deliveries, and how long each phase needs before it can take traffic.
Accessible parking is not an aesthetic item
Striping a lot is where accessibility requirements become physical, and it is the area where getting it wrong carries consequences beyond appearance.
Stall dimensions, access aisles, the number of accessible spaces relative to the total count, van-accessible provision, signage, and the route from the space to the entrance are all regulated matters rather than layout preferences. Faded markings on accessible stalls are a compliance exposure as well as a maintenance issue.
This is also why restriping an old lot is not automatically a like-for-like exercise. A lot laid out decades ago may not meet current expectations, and repainting the old layout reproduces whatever was wrong with it. Requirements are matters for the authority having jurisdiction and for your own advisers rather than for a contractor to rule on, but the striping stage is where the question arrives.

Getting bids you can compare
Asphalt proposals are unusually hard to line up against each other, because two contractors can look at the same lot and honestly propose very different scopes. One sees a surface to seal; another sees a base to rebuild. Both can be arguing in good faith.
The way to make them comparable is to settle the findings first, ideally with an assessment that states what has failed and why. Then every bid is priced against the same conclusions rather than against each contractor’s own reading of the symptoms.
Ask each proposal to state, in writing:
- What has failed, and whether the base was actually assessed or only the surface.
- What the drainage is doing, and whether the scope addresses it.
- Which repairs are full-depth and which are surface-level.
- How many phases the work assumes, and which areas close when.
- How accessible parking is maintained throughout.
- What the reopening criteria are for each phase.
- Whether striping is included, and whether the layout is being reviewed or reproduced.
A bid that answers those is comparable to another bid that answers those. One that gives a square footage and a number is a starting point, not a quote.
Asphalt questions, answered straight
Why does asphalt fail so fast in Phoenix?
Two reasons, and the second surprises people. Ultraviolet exposure oxidizes the binder that holds the aggregate together, which is why Valley asphalt goes gray and brittle faster than asphalt in milder climates. And the summer heat softens the surface enough that heavy vehicles and turning wheels deform it. The result is a surface that ages from the top down and deforms from the top down at the same time.
What is alligator cracking and can it be sealed?
Interconnected cracking in a pattern like reptile skin. It is not a surface problem, so sealing it does nothing useful. It means the base underneath has failed and is flexing under load, and the asphalt above is breaking up because it has lost support. The fix is to remove the failed area, repair the base, and replace the asphalt, which is why it costs more than it looks like it should.
Does sealcoating fix cracks or potholes?
No. Sealcoating is a protective surface treatment. It slows oxidation, resists some chemical damage and improves appearance. It has no structural value, it will not bridge a crack, and applying it over a failing surface is a way of spending money to make a deteriorating lot look temporarily better.
How often should a Phoenix parking lot be sealcoated?
Less often than most sales pitches suggest, and the honest answer is that it depends on exposure, traffic and the condition of the surface. Over-sealing builds film thickness that can crack and peel on its own. A lot that needs structural repair needs that first, and sealing over it is money spent in the wrong order.
What is the difference between an overlay and mill-and-fill?
An overlay adds a new asphalt layer on top of the existing surface. Mill-and-fill grinds off the old surface first, then paves. Overlay is cheaper and raises the grade, which can create problems at curbs, doorways and drainage. Milling keeps the elevation the same and removes the deteriorated material rather than burying it. Which is right depends on the condition underneath and on how much room there is to raise the surface.
How long should a striping job last here?
Less time than it would in a milder climate, because the sun is hard on paint. Traffic paint in a high-wear drive lane fades faster than paint in a quiet corner of the lot, so wear is uneven. What matters as much as the interval is legibility: faded stalls and unreadable accessible parking markings are a liability question rather than an aesthetic one.
Can asphalt work be done in the summer?
Yes, and the heat is a real consideration in both directions. Paving in extreme heat affects how the mat cools and compacts, and sealcoating and striping need surface temperatures inside the product’s range to cure properly. Work is frequently scheduled around the hottest part of the day rather than the hottest part of the year.
How much does a parking lot job cost?
No page on this site quotes a figure, because the variables genuinely dominate. Square footage, the condition of the existing surface and base, whether the work is surface-level or structural, how the lot has to be phased to keep the business running, striping and accessible parking requirements, and access for equipment all move the number. A contractor gives a figure after walking the lot.
Do I have to close the whole lot?
Rarely. Most commercial work is phased so part of the lot stays open, which is why the phasing conversation matters more than owners expect and why the lowest bid is not always the cheapest outcome. A job that closes the whole lot for a day may cost a retail tenant more than the price difference.
What is the most common mistake owners make?
Sealcoating a lot that needs structural repair. It is cheaper, it looks like maintenance, and it produces a lot that looks better and is failing at exactly the same rate. The second most common is fixing potholes repeatedly without asking why they keep appearing in the same place, which is almost always a drainage or base answer.
